This is not a cheaply made skirt. The fabric is 100% cotton and very sturdy, not see through.There are a 3 or 4 very small spots in the ruffles that I noticed while ironing. Nothing noticeable and very small.The first tier of ruffles starts approximately 17" down from the waistline. No holes, rips, or tears. This would be perfect as part of a steampunk of reenactment outfit.
