I believe it may be from the 1930s, maybe earlier or a little later. The frame measures 13 3/4" by 17 3/4" and is wood and has raised flower designs and in great condition. It is missing the back dust paper but has never been removed from frame. The pictures will show some glare or reflections on the glass. Tiny white spot you see at the bottom of the frame in picture #3 has been touched up with a gold paint pen.
