This wire is called "Haish's Original Two-Point Small ESS Hog Wire Barb on Two Lines" by collectors. (ref Hagemeier 423-B). This wire features two twisted together round line wires. Barbs are two pointed made from round wire. Barbs are bent into an ESS pattern around both wires.
