A nation-wide organization called ACTION - American Council to improve our Neighborhoods - came into existence Monday with an approving gesture from President Eisenhower. The president scheduled an address at the kick-off luncheon of the board of directors of the new nonprofit, privately supported a group aimed at the eradication and prevention of slums. The movement is headed by Maj. Gen. Frederick A. Irving (retired), former superintendent of the United States military academy, and a 53 member board made up of leaders in civic affairs, business, labor and the church.
